Law of Business License
| Under the 1963 Road and Inland Water Transport Law, all motor-vehicles and motor-vessels doing transportation on commercial nature (except departmental vehicles which are under exemption by law) need to have business licenses as mentioned below: |

Main rules for business license
| 1. |
The tenure of the business license is one year.
|
| 2. |
The license is to be renewed annually.
|
| 3. |
Motor - Vessels are to be loaded with goods not exceeding the load line. |
| 4. |
Business license card (Triangle) and business license part II are always to be kept on the motor - vehicle or motor - vessel.

| 5. |
Business license card (Triangle) and business license part II are to be shown when inspected on the route.

Movement Co-ordination Committees
|
Movement Co-ordination Committees are formed in Central and States / Regions levels. At the Central level the Minister acts as Chairman and the Director General of Transport Planning Department as secretary.
(a) Transport of State - owned cargoes.
(b) Supervision on passenger transport.
(c) Making transport arrangements in Nation Building, Military, Administration and Social works as assigned duties by regional authorities.

- To make co-ordinations and arrangements with State-owned, cooperative - owned and private - owned vehicles for transporting State-owned, cooperative-owned goods, etc.
- To make co-ordinations and arrangements to ensure smooth flow of passenger transport with permission of authorities concerned.

|
On Behalf of the Minister's Office, Transport Planning Department is undertaking the tasks as follows:
- to issue commercial license to private/ co-operative owned vehicles and vessels according to the 1963
- Road and Inland Water Transport Law at various Level.
- to scrutinize plans, budgets and financials affairs of the organizations under the Ministry of Rail Transportation and to compile and prepare the summary for the Ministry.
- to coordinate transportation of cargo in accordance with the 1980 Procedures of Movement Coordination Committee at various levels.
- to inspect operational accounts and social welfare works of department and organizations occasionally under the guidance of the Ministry.
- to act as the focal point implementing the tasks for ASEAN, Greater Mekong Subregion (GMS), BIMST-EC related land transport activities such as ASEAN Framework Agreement on the Facilitation of Goods in Transit, Agreement on Inter-State Transport and GMS Cross-Border Agreement.

|
The Central Transport and Communications Corporation was formed under the Ministry of Transport and Communications on 16th March 1972 to co-ordinate, supervise and control the transport of goods.
On 1st August 1974, the Central Transport and Communications Corporation, the Directorate of Inspection, the Directorate of Training and Research and the Directorate of Records and Statistics were merged together into one department called "Transport and Communications Plannning and Operation Department".
On 1st September 1992 the Transport and Communications Planning and Operation Department was reorganized into two departments and one department by the name of "Transport Planning Department" was put under the Ministry of Rail Transportation and the other "Transport Department" was put under the Ministry of Transport.
